Yes. Many partners buy and manage licenses for clients. You can move a key between sites anytime by deactivating it on one site and activating it on another, and staging sites never use an activation.
No. There are no commissions or tracking links. Referrals are about matching merchants with good developers: when merchants ask us who can build or extend their store, we point them to partners.
